What is the “Energy Saving at Home” Program?

This is a co-funded Program that provides incentives to citizens to improve the energy efficiency of their homes, saving money and energy, and increasing their value.

Which residences are eligible for funding?
Eligible residences include all detached houses, apartment buildings, and individual apartments (without additional conditions) that exclusively meet the following criteria:

  • Located in areas with a zone price lower than or equal to €2,100/sq.m.
  • Have been classified, based on the Energy Performance Certificate (EPC), in a category lower than or equal to D.

There is no limit to the number of properties per citizen, while in apartment buildings, owners who do not wish to join the program can participate with their own funds. Additionally, vacant apartments that were inhabited within the last three years are included.

The possibility of obtaining a 4/5/6-year loan is provided, with or without a guarantor, without a pre-notation of property, the possibility of immediate repayment of the loan without charges, as well as payment to suppliers/contractors through the bank without the involvement of the citizen. Upon inclusion in the program, an advance payment of 40% of the application budget is provided.

For inclusion in the Program, energy inspections are required (before and after interventions), the cost of which is 100% covered by the Program, after the successful implementation of the project.
Additionally, a fee for a project consultant is covered, up to €250 excluding VAT.

For which works can I be funded?
The savings achieved by the program’s interventions must correspond to an upgrade of one energy category or 30% of the reference building’s energy consumption.
Eligible interventions concern:
1. Installation of thermal insulation on the building shell, including the roof/terrace and pilotis (includes additional works such as demolitions and removal, roof interventions e.g., tile replacement, etc.).
2. Replacement of frames and installation of shading systems (incl. building entrance door, staircase frames, shutters, roller blinds, awnings, etc.).
3. Upgrade of the heating system and domestic hot water supply (incl. replacement of boiler room equipment and distribution network, installation of solar water heater, heating control and autonomy systems, etc.).
For the implementation of the interventions, no licensing is required, not even approval for small-scale building works, except in very specific cases.
The maximum eligible budget for interventions, including VAT (which is an eligible expense for the Program), cannot exceed €15,000 per property.
E.g., a citizen with a family income of €35,000 for works budgeted at €10,000, takes out a 5-year loan in June 2012 for €6,500 and receives a grant for the remaining amount of €3,500. Their loan installment is approximately €110, while the interest they will incur for the period 1/1/2016 – 1/7/2017 is approximately €80. Additionally, the cost they pay for the energy inspection is covered, and their project consultant is paid.

Steps for participation in the Program
1. Loan pre-approval (bank branch) – first energy inspection.
2. Submission of application and supporting documents.
3. Acceptance of applicant’s application – signing of loan agreement – disbursement of advance payment.
4. Implementation of Interventions – second Energy Inspection.
5. Submission of supporting documents – disbursement of remaining loan and grant.

Inclusion in the program is a continuous process until the funds per region are exhausted.
